            based upon & incorporating much of the wording from a do incorporating much of the wording from a document published earlier by one William Cooper called "Public Notice & Declaration" (or something similar) in which he basically set forth charges against Mr Clinton, but not in a lawsuit format, but just in a radical call to arms by Mr Cooper.
